Russia Passes Energy Efficiency Bill into Law
News Agency PRIME-TASS reports that Russian President Dmitry Medvedev has signed a bill into law seeking to promote energy efficiency.
Bill envisages government support to encourage businesses to switch to energy-saving technologies. In accordance with Energy Efficiency Bill, the government will now grant deferment of tax payments, and subsidies for interest payments on loans financing energy-efficiency projects and higher amortization benefits.
The bill also seeks to prohibit the use of incandescent light bulbs over 100 watts starting from January 1, 2011. Under the bill, incandescent bulbs over 75 watts may be banned starting from January 1, 2013, and incandescent bulbs over 25 watts may be banned starting from January 1, 2014.
Under the bill, public-sector organizations would be required to cut their energy consumption by at least 3% annually over a period of five years starting from 2010 from the levels in 2009.
The bill also seeks to oblige owners of residential buildings or apartments in apartment blocks to equip buildings with meters to measure the amounts of electric and thermal power, water, and gas consumed starting January 1, 2012.
The State Duma, the lower house of the parliament, approved the Energy Efficiency bill on November 11. The Federation Council, the upper house, approved it on November 18.
