We hear about many accidents taking place around us but after initial blame games are over we put ourselves in to comfortable zone, relax our standards and norms and prepare grounds for another tragic incident to happen. This has been the story of every project, be it is in Public or Private sector. Our organizations do get certified for OHSAS 18001, SA 8000 and ISO 14001 but our practices in most of the remain far below the recommended levels. We hardly learn from incidents.

There have been major investments in infrastructure taking place in India. All core sectors are seeing increased activities. Focus on enhancement in installed capacity of power generation, building power evacuation capabilities, Roads, Ports, Rail network, Water etc have all led to tremendous buzz and activity. But somehow, we have not been able to bring about controls which could rein in increasing fatalities in the infrastructure projects.

This year itself there have been many incidents, near-misses reported from project site which have made all project and management consultants, Government officials sit up and take note of tardy controls adopted by the project managers. In most of the cases, the safety norms and systems gets sacrificed to keep the project on schedule. Our system where safety officer at site reports to project manager, in itself is not correct. Project should hire safety consultants who should give reports to top management and not the project managers. In addition, all projects sites should get themselves mandatorily certified for OHSAS 18001(Occupational Health & Safety Assessment Series). A sound Occupational Health and Safety system at project site is a must for ensuring safety of working personnel.

Risk Assessment is a vast subject in itself.  There are many models which can be adopted for ensuring a safe project implementation.

Need of the hour is to get the top management involved. It is not the progress alone which counts rather safety and well being of the working personnel at site ensures their involvement in the project completion which minimizes incidents. Incidents like Chimney mishap at BALCO and Delhi Metro need to be thoroughly investigated.
