Websites were primarily developed for desktop or laptop computers. CSS were always configured in such a way so that web page get displayed beautifully on Internet browsers. However with advent of mobile phones and other handheld devices the concept of Internet browsers has undergone a change. Today more and more people are accessing Internet through handheld devices.
Primarily mobile web pages get displayed faster when they have simple structure with no Frames. Mobile browsers hate cascading style sheets and Frames.
